For Windows System Resource Manager to manage resources, the Windows System Resource Manager feature must be installed and the Windows System Resource Manager service must be running.
Install the Windows System Resource Manager feature
Membership in the local Administrators group, or equivalent, is the minimum required to complete this procedure.
To install the Windows System Resource Manager feature |

Open Server Manager. To open Server Manager, click Start, point to Administrative Tools, and then click Server Manager.

In the console pane, scroll down to Features Summary.

Click Add Features. The Add Features Wizard starts.

On the Select Features page, under Features, select the Windows System Resource Manager check box, and then click Next.
Note If Windows System Resource Manager is already installed on the server, the Windows System Resource Manager check box will be selected and dimmed, and followed by “(Installed).”

If prompted to specify whether you want to install the additional features required for Windows System Resource Manager, click Add Required Features.

On the Select Features page, verify that the Windows System Resource Manager check box is selected, and then click Next.

On the Confirm Installation Selections page, verify that the following roles, role services, and features will be installed:
- Windows Internal Database
- Windows System Resource Manager
- Windows Internal Database

Click Install.

On the Installation Progress page, installation progress will be noted.
If any of these roles, role services, or features has already been installed, installation progress will be noted only for the new roles, role services, or features that are being installed.

On the Installation Results page, confirm that installation for these roles, role services, and features was successful, and then click Close.
Verify that the Windows System Resource Manager service is started
Resource management depends on the Windows System Resource Manager service. If you just installed the Windows System Resource Manager feature, this service will not be running.
To verify that the Windows System Resource Manager service is started |

Click Start, point to Administrative Tools, and then click Services. The Microsoft Management Console starts.

In the console pane, scroll down in the list of services to Windows System Resource Manager.
Note You may need to expand the Name column to find the service.

Verify that the status for Windows System Resource Manager is Started.
If the Windows System Resource Manager service is not started, right-click Windows System Resource Manager, and then click Start.
