System Application is located in the COM+ Applications folder in the Component Services snap-in. System Application manages configuration and deployment in Component Services. The default authentication level that System Application uses for calls is Packet Privacy, which provides the highest level of security.

So that changes to the system — such as installing a COM+ application or adding a computer — can be made, security must be set to define who can administer the environment. You can use the following procedure to enable security on System Application by defining who belongs to the Administrator role. Only members of the Administrators group on your computer can belong to the Administrator role of System Application.
Membership in Administrators, or equivalent, is the minimum required to complete this procedure. Review the details in "Additional considerations" in this topic.
To set administrative security by assigning a user or group to the Administrator role of System Application |

Open Component Services.

In the console tree, double-click Computers and My Computer.

Double-click COM+ Applications, System Application, Roles, and Administrator.

Under Administrator, right-click the Users folder, point to New, and then click User.

In the Select Users or Groups dialog box, in Enter the object names to select, type the fully qualified name of the user or group that you want to add. If you do not know the name of the user or group that you want to add, do the following:
- Click Locations, select the appropriate domain,
and then click OK.
- In the Select Users or Groups dialog box, click
Advanced.
- To view a list of users and groups in the selected domain, in
the Select Users or Groups dialog box, click Find
Now.
- Select a user or group, and then click OK.
- Click Locations, select the appropriate domain,
and then click OK.

To add more user accounts or groups, repeat steps a through d.

Restart the computer.
Additional considerations
- Component Services is no longer in
Administrative Tools. To open Component Services, click
Start. In the search box, type dcomcnfg, and then
press ENTER.
- To enable administrative security on System
Application, you must assign at least one user or group to the
Administrator role. If you do not do this, no one can administer
Component Services.
- Users in the Administrator role for System
Application must be members of the local Administrators group.
